To get the cheats you have to get a silver or higher on certain levels. You have
to earn your cheats by having a 100% shooting accuracy etc.

Successfully complete the Masquerade level on the "Agent" difficulty" setting with a time less than 3:15 to unlock the Air Raid multi-player scenario.

Successfully complete the Turncoat level on the "Secret Agent" difficulty setting with a time less than 3:20 to unlock the

Change gun options
Hold B and press Z to change options on your gun. For
example, you can make the Wolfram P2K have a silencer. Note: Every gun does
something different.
Use gadgets
Hold B and press A to use certain gadgets, such as night vision.
Note: This only works in certain levels such as Mission 6: Night Watch.
Shooting Accuracy
hold R1 or L1 for better aiming.
Mission 5; Night Watch
At the start of the level, go into the room to your right. There is a telephone
and a piano in there. If you walk up to the piano, stand in front of it and
press the action key (o), then it will play a short piece of spine-tingling Bond
music!
