This isn't really a cheat, but it certainly isn't fair.
If you are a democracy or a republic and your government officials keep signing peace treaties with countries you are trying to invade, it is a cool trick to ally with someone else, then get them to declare war on the target. If you get a nasty "peace" interjection, simply talk to your allies, and they'll get you up and fighting again. Submitted by The Red Dragon
